Sometimes bad is good, especially where art is concerned. One can easily see that Captain Beefheart new exactly what effect he wanted to pull off on his album cover, and how he wanted to capture the people in such a way that they would not only relate to his music, but also that they would understand his depth within the field.
Known to be a very versatile musician, pushing the boundaries further away as he moved, one should expect no less coming from the artwork on his album cover.
